When I turn my steering wheel it binds until I straighten the wheel. I took power steering cap off while car was running and it was bubbling

I have a 2004 Subaru Legacy with 140k miles. When staring in you can hear a whining noise coming from the engine. I think it's the power steering because when I turn the steering wheel left or right the whining gets louder and you can barely get the tires to turn.

Hi, my car has been doing alpt of whining when i steer it or even start it up. I also have a problem with leaking. I think its my power steering pump. Everywhere i go, i shut off engine when i come back i have stains underneath the vehicle. I was wondering if anyone knows what the problem is, and what i should do to take care of it.
