Hi there. Unfortunately, this sounds like a classic example of "buyer beware" in regards to paying cash for a used car. First off, the standard DMV office is not going to help you resolve this problem. This is something that should be handled by the dealership unless the vehicle in question has a title lean against it by the previous owner. I am assuming you have kept receipts for the transaction with the Nevada car dealership. If so, the best way to expedite this issue is not to file a lawsuit against the dealership, as this will literally shut down any possible chance of getting the title. I would however, visit the dealership and ask them about the title on this vehicle. The only agency that I know of that regulates car sales in Nevada is unfortunately the DMV’s Compliance division. You might want to contact them to see what options you have to resolve this problem.

ANSWER : I have only seen this situation once in my 30+ years and it turned out to be a broken crankshaft pulley. Belts are driven by the engine. The crankshaft pulley spins the belts, which in turn spin the air conditioner compressor, power steering and water pumps, and the alternator. The vehicle should be towed to your local repair shop and not driven. Without the water pump spinning to circulate the coolant, the engine will quickly overheat and result in more extensive damage.

ANSWER : Hello. The vibration could be caused by a number of things. In order to narrow it down or isolate it to one area, we would first need to know when and where the vibration occurs; I will assume that the new wheels and tires were properly balanced.
If the vibration is strictly in the front end, then that helps. If the vibration only occurs when applying the brakes, then the front rotors or hubs might be warped. If it occurs only at high speeds, then the front hubs might be warped, or a front axle might be out of balance. If the problem only occurs when you accelerate, and goes away or is reduced when you let off of the gas pedal, then it may be bad engine mounts or a bad CV axle. Bad mounts will allow the engine and transmission to move when they are not supposed during acceleration, which causes vibration. If a CV axle is bad, then the excessive play in it will cause a similar vibration. A front hub bearing can also cause vibration if it is worn-out. I would typically begin an inspection by driving the vehicle myself, and then isolating it from there.
