If your AC unit keeps turning on and off repeatedly, then it`s probably experiencing short cycling. Short cycling generally refers to a condition where the AC system`s cooling cycle stops prematurely and turns on again after a short while, like every 5-10 minutes depending on the system`s condition.
The constant running will reduce pressure in the cooling coil until it freezes over, which is dangerous as it can cause liquid refrigerant to flood back to the compressor and damage it (the compressor is a very expensive part).
Most AC clutches are designed to spin freely when disengaged, and also with the pulley and compressor when those are engaged. If the clutch spins freely at all times, and the compressor never comes on, then it may not be engaging and therefore needs to be replaced.
If you can hear the compressor running but the fridge isn`t cooling, the problem is most likely either frost-clogged evaporator coils or a stuck or broken evaporator fan. If you hear no sounds and the compressor isn`t running, or you hear a click, inspect the overload relay, start relay, and start capacitor.
Try cleaning your air conditioner`s filter and the coils to see if improving the airflow fixes the problem. If there is ice buildup, you`ll need to run the unit with just the fan in order to melt it off.
